The Framework Plan provides guidelines on the values, content and tasks of kindergartens. All kindergartens base their activities on the values established in the Kindergarten Act, and on the international conventions to which Norway is a signatory.
The framework plan describes the social role of kindergartens. Kindergarten programmes are built on a holistic pedagogical philosophy, with care, play and learning being the core activities.
Social and linguistic skills, as well as seven learning areas, are also important to the pedagogical environment provided by kindergartens;cfr. Chapter 3
